  17. <p>     President Bush got the ball rolling in Europe when he
  18. called for the eliminaof NATO's nuclear-tipped artillery shells
  19. and Lance missiles. Now he may not be able to stop it. Germany,
  20. Belgium and the Netherlands have told Washington that they want
  21. to finish the job by getting rid of the only nukes that would
  22. remain: the bombs carried by 1,100 American and 300 NATO
  23. aircraft. Joint Chiefs Chairman Colin Powell says the U.S. will
  24. keep the arsenal. But privately, senior U.S. officials concede
  25. that by the end of next year Europe will probably be a
  26. nuclear-free zone.
